The primary objective of this report was to help targeted communities initiate a public dialogue on institutionalized racism. The executive reports are designed to stimulate discussion, raise issues, and be endorsed by local leaders as part of a consensus-building effort to address racism in each target community. The audience for the executive report was local media, community and business opinion leaders.
